Here being spastic is usually meant to mean something along the lines of acting like a hyper-active child (like running around in circles yelling just because they feel like it please be quiet for just 2 minutes type of child). NOBODY here uses it as a slur.
Since Weird Al is a US musician and the US music industry is pretty non-international, yeah actually I think its entirely possible that none of the people who worked on this song actually knew that spastic was considered an awful slur in some parts of the world.
And I’m like 99.9999% sure that Weird Al is genuinely very sorry that he was accidentally offensive.

Further, the Israeli government was well aware the teens were dead, but acted as if they didn’t:

"They did not ask me or the Nina Simone estate to participate in the film at all. It is based on a lie because it is based on the life of my mother’s assistant, Clifton Henderson. Clifton was gay so he could not have had an affair with my mother, which is what the film implies. And my mother was raised at a time when she was told her nose was too wide, her skin was too dark…She was rejected by the U.S. She loved classical music and wanted to become the first black classical pianist but her dreams turned to dust because of the colour of her skin. The most recent instance that I was told to smile by a stranger in public, I had been told less than an hour before that my friend had attempted suicide and was currently in the hospital. So maybe think about that the next time you start to assume that other people’s faces and emotions are ANY OF YOUR FUCKING BUSINESS.

I remember walking to the bus a few years back, headphones in

some guy was telling me to smile, but I didn’t hear him until I was right next to him

by that point, his face was angry, the “Smile. Hey. Smile. Smile,” was demanding and threatening, all because i’d had the temerity to be listening to some music while rushing to work when he’d wanted some object to respond to his will

literally nobody is buying this bullshit about “oh we just want women to feel better,” and I presume that the only people making the argument are people who know full well that they’re lying
